SEJE and TotalEnergies sign memorandum to operationalise training of more than 2,500 young people in Cabo Delgado

The Secretary of State for Youth and Employment (SEJE), through the Alberto Cassimo Institute for Professional Training and Labor Studies (IFPELAC) and TotalEnergies, as operator of the Mozambique LNG project, signed today (17), in the City of Pemba, a Memorandum of Understanding concerning to the professional training of more than 2,500 young people in Cabo Delgado. The memorandum was signed by the Director General of IFPELAC, Leo Elias Jamal, and Country of TotalEnergies in Mozambique, Maxime Rabilloud.

The training of these more than 2,500 young Mozambicans will cover the areas of civil construction, metal mechanics, administration and management, tourism and hospitality, agricultural sciences, and other areas that the market may potentially dictate.

This memorandum demonstrates the commitment of the Secretary of State for Youth and Employment, through IFPELAC, and TotalEnergies and its partners to contribute to the empowerment of young Mozambicans for a better placement in the labour market, including in the Mozambique LNG project.

Addressing those present, the Governor of the Province of Cabo Delgado, Valige Tauabo stated that: “When talking about Gas in Mozambique, it is required that there are staff trained in different areas. TotalEnergies is not only providing to have trained staff, but also to have staff who, with their knowledge, will work in various areas related to the gas project.”

The Governor of Cabo Delgado Province also highlighted the action of violent extremism, which caused loss of human lives and destroyed public and private infrastructure.

He highlighted that, “In this situation, young people appear as the main victims. On the one hand, victims because they lost their loved ones, their tasks and above all the bases of community and school socialisation that would allow them to prepare for their future. On the other hand, victims because they allowed themselves to be deceived and joined terrorist groups to destroy their own nation and, therefore, destroy their own future. This is not the future we expect for our youth. As government institutions, as cooperation partners, as a people, we preach that our youth assume the destiny of the nation, being necessary for this to be prepared. Be trained and able to respond with scientific knowledge, technical skills and patriotism to all tasks entrusted to them. Therefore, we are very happy with the signing of this memorandum, which aims to train young people from Cabo Delgado in the areas of electricity, bricklayers, plumbing, carpentry, welding, assembly of scaffolding and even personality development.”

“We are quite confident in the results of this memorandum signed today, because more than tools, practical knowledge skills, know-how, and life skills, conditions will be created for the professional occupation of youth, thus avoiding situations of misconduct and involvement in degenerative activities on the part of young people,” added Valige Tauabo.

The Director General of IFPELAC, Leo Elias Jamal, stated that: “As IFPELAC, we are very pleased to contribute, together with TotalEnergies, so that we can bring to our communities, especially our young people from Mocímboa da Praia, Palma, Pemba and we can extend our actions to Muidumbe, to provide these young people with the capacity and knowledge so that they can contribute to the development and above all, go back to their families, go back to their origins. We expect this training process to take place from March, and this is our commitment.”

In turn, Maxime Rabilloud, Country Chair of TotalEnergies in Mozambique, said: “TotalEnergies is committed to allocating US$1,500,000 (one million five hundred thousand US dollars) to invest, together with IFPELAC, in training young people in Pemba, but also, as soon as possible, in Mocímboa da Praia and Palma. This training effort is made for the benefit of the Mozambique LNG Project, and we hope to be able to train young people who can contribute to the project.”

Rabilloud reinforced that with these trainings “Mozambique LNG project and TotalEnergies, as the operator of the project, aim to support the training of young people for activities not necessarily related to the gas project, but activities that will provide sustainable work for themselves, whether in the sector of hospitality, electricity, biodiversity, among others.”

IFPELAC is a public institution that provides vocational training and labour studies, established in 2016, and supervised by the Secretary of State for Youth and Employment.

IFPELAC develops its activities throughout the national territory, through 11 Provincial Delegations, 25 Vocational Training Centers and 28 Mobile Professional Training Units. It has a total training capacity of 25,000 trainees per year.
